THE TOLEDO EDISON COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DOCKET NO. 50-346 DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 32 License No. NPF-3 1.
The Nuclear Regulatory Comission (the Conrission) has found that:
A.
The filing by The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees) dated March 23,1979, with Revision No. 1 dated November 6, 1979, and Revision No. 2 dated June 2,1980, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the filing, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (i) that the activities authorized by this amendment ca" a conducted without endangering the health and safety of the puolic, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the conrnon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.
2.
Accordingly, Facility Operating License No. NPF-3 is hereby amended as follows:
A.
Renumber' paragraph 2.D as 2.D.(1)
B.
Add paragraph 2.D.(2) to read as follows:

Toledo Edison Company shall fully' implement and maintain in effect all provisions of the Comission-approved Safeguards Contingency Plan, including amendments and changes made pur-suant to the authority of 10 CFR 50.54(p).
The approved Contingency Plan consists of documents withheld from public disclosure pursuant to 10 CFR 2.790(d) identified as the Davis-Besse " Safeguards Contingency Plan" dated June 2, 1980, submitted pursuant to 10 CFR 73.40.
The Contingency Plan shall be ful.ly implemented, in accordance with 10 CFR 73.40(o), within 30 days of this approval by. the Cornission.
3.
This license amendment is effective as of the date of issuance.
