Washington Public Power Supply System Nuclear Projects Nos. I and 4 Recirculation Sump Testing In your letters of May 15, 1979 and August 14, 1980, you requested our concurrence with respect to performing a scale model recirculation sump test in-lieu of the comitted in-plant test in your Preliminary Safety Analysis Report. While we do not relieve you of this comitment based only upon your request, the commitment may be relieved af ter the alternative scale model test program has been submitted and reviewed.

In your test program, include your objectives, benefits and justi-fication of the applicability for the program. We will review the program and will detennine its suitability as a substitute for the in-plant tests.

If you need further guidance, we are available to discuss your test program and our requirements for acceptability.
