This refers to your letter of July 14, 1980, which responded to the Notice of Violation and Notice of Proposed Imposition of a Civil Penalty sent to you with our letter of June 19, 1980, concerning an excessive radiation exposure rate inside the tractor cab of the vehicle transporting waste from Plant Hatch to the licensed burial site at Barnwell. South Carolina.
After careful consideration of your response, we have concluded for the reasons given in the enclosed Order that the item of noncompliance did occur as set out in the Notice'of Violation, and that a civil penalty should be imposed as proposed in the Notice of Proposed Imposition of a Civil Penalty.
Accordingly, we hereby serve the enclosed Order on Georgia Power Company imposing a civil penalty in the amount of Four Thousand Dollars (54,000).

Your response stated that corrective measures have been implemented to preclude a recurrence of this type of incident.
Based on a July 31, 1980 telephone conversation between H. C. Dance of our Region II (Atlanta) Office and R. J. Kelly of your staff, it is our understanding that your procedures were being revised to require low range (0-2mR/hr) instrumentation usage and a comprehensive survey of all normally occupied positions in motor vehicles used

to transpott radioactive materials.
These corrective measures will be examined during a subsequent inspection in this area.
