My name is Neil P.
Smith.
I hold a degree in Engineering'from the University of Illinois and a MBA from the University of Chicago, and am currently employed as a Senior Engineer in the Station Nuclear Engineering Depart-ment of Commonwealth Edison Company with responsibility for supporting the NRC's Systematic Evaluation Program (SEP) for Dresden Units 1 and 2.
These responsibilities include initiation and review of all engineering studies to answer NRC questions concerning SEP related matters.

Peoples, Commonwealth Edison was informed it had to provide a response to the environmental qualification 4
program for Dresden 1 on an accelerated schedule.

qualification was required to meet the Commission's Memo-randum and Order of May 23, 1980, and that if it was thought that the accelerated schedule was not appropriate, Common-wealth Edison should exercise its option to petition the Commission for an exemption from the requirements provided in the Commission's May 23, 1980 Memorandum and Order.
On August 29, 1980, subsequently revised on September 19, 1980, the NRC Staff entered an " Order For Modification of License" requiring Commonwealth Edison to submit complete environmental qualification information in respect of Dresden Unit I no later than November 1, 1980.
Dresden Unit 1 was the first privately financed nuclear reactor in this country.
It began commercial operation in 1960.
On October 31, 1978 Commonwealth Edison shut down Dresden Unit 1 to accomplish certain major safet'; backfits including installation of a high pressure coolant injection system (HPCI) and a new reactor protection system (RPS).
In May of 1980, Commonwealth Edison Co. decided to defer the restarting of Dresden Unit 1 to June of 1986.
This delay was the result of current undefined future commitments required by the events at Three Mile Island, participation in the Systematic Evaluation Program, and existing corporate short term cash flow deficiencies.
To perform the HPCI and RPS modifications as well as to carry out a chemical

cleaning of the facility, all the nuclear fuel has been removed-from the reactor vessel.
The fuel will not be replaced in the vessel.until the HPCI and RPS have been installed.
In the meantime the fuel is stored in the Dresden Unit-1 spent fuel storage pool which is located
.outside-the reactor building.
Qualification for electrical equipment is required for operating plants'to provide assurance the equipment will function in a harsh environment in the unlikely event of a 1
nuclear related accident occuring.
Dresden Unit 1 does not have any nuclear fuel in the reactor building and therefore 4
no nuclear related accident such as a loss of coolant accident or high energy line break can occur which would
. require the functioning of the safety related electrical equipment.
In addition, the electrical equipment at Dresden Unit 1 is not shared by Dresden Units 2 or 3 so that no accident at either.of those units would require the operation of electrical equipoent in Unit 1.
Therefore, deferring environmental qualification of the electrical equipment in i
Dresden Unit 1 will not endanger life or property or the common defense and security.
Commonwealth Edison desires to defer environmentally l
qualifying the safety related electrical equipment for 4
l Dresden 1 until it again begins work on the HPCI and RCS s
i modifications.
This will avoid the expenditure of approximately S500,000 until Commonwealth Edison's short term cash flow deficiencies have passed.
This will help hold down the cost of providing electricity to consumers.
In addition, this delay for Dresden Unit 1 allows Commonwealth Edison to concentrate its resources on environmental qualification of electrical equipment at its other operating reactors. For these reasons, I believe deferral of environmental qualification as requested in Commonwealth Edison's Petition for Exemption is in the public interest.
