Enclosed please find an application from Nissho-Iwai Corporation for a license to export special nuclear material to Japan for use in the "JOYO" experimental fast breeder reactor.
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the proposed export meets the applicable criteria.in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
