Modifications and Additions to Maine Yankee Technical Specifications Pursuant to Section 50.59 of the Commission's Rules and Regulations, Maine Yankee Atomic Power Company hereby proposes the following modifications to Appendix A of the Operating License.
PROPOSED CHANGE l
Reference is made to the Technical Specifications contained in Appendix A to j
operating License No. DPR-36 issued to Maine Yankee Atomic Power Company for i
the Maine Yankee plant and to Reference (b). We propose to modify current Technical Specifications as follows:

Replace page 3.3-1 of Specification 3.3 with the attached reuiwd l
page 3.3-1.
B.
Replace pages 3.8-1 and 3.8-2 of Specification 3.8 with the attached j
revised pages 3.8-1 and 3.8-2.
C.
Replace pages 3.13-1, 3.13-2 and 3.13-3 of Specification 3.13 with the attached revised pages 3.13.1, 3.13-2 and 3.13-3.
REASON FOR CHANGE Reference (b) requested that all PWR Licensees submit amendment applications to propose Technical Specification Changes that provide for permanent long-term assurance that redundancy in decay heat removal capability will be maintained in all modes of operation.
Model standarized technical specifications were provided as Enclosures 1 to Reference (b).
The intent of these specifications was to provide guidance in the scope and types of specifications required to assure that facility operation is maintained within the limits determined acceptable.

'Using these model technical specifications as guidance, we have determined that certain revisions to the Maine Yankee Technical Specifications are appropriate. These revisions ~ are identified above and in the attached l
technical specification pages, and are consistent with the scope of the extsting Technical Specifications.

Jeleted from this proposed change since the requirements were redundant to those specified in existing item E.
In summary, item F required the following:
"At least three reactor coolant pumps shall be in operation providing flow through the core and with their steam generators performing their heat transfer function whenever the reactor power level condition exceeds 63.0%."
l BASIS FOR CilANGE The addition of these requirements into the Maine Yankee Technical Specifications is intended to comply with the appropriate requirements and actions requested in Reference (b) and to provide reasonable assurance that these systems will be available to aid in preventing.or mitigating the consequences of an accident.
SAFETY CONSIDERATIONS The proposed changes to the Maine Yankee Technical Specifications provide reasonable assurance that the facility is maintained within the limits determi'ned acceptable for all situations requiring decay heat removal capability.
It was concluded that the changes did not present any significant hazards not described in the safety analysis report, and did not involve an unreviewed safety question as described in 10 CFR 50.59.
1 This change has been reviewed by the Maine Yankee Nuclear Safety and Audit Review Committee.
FEE DETERMINATION This proposed change requires an approval that involves a single safety issue and is deemed not to involve a significant hazards consideration.
For these reasons, Maine Yankee Atomic Power Company proposes this change as a Class III Amendment. ~ A payment of $4,000.00 is enclosed.
