August 29, 1980 United States Nuclear Regulatory Commission Region I 631 Park Avenue King of Prussia, Pennsylvania 19406 Attention:

Mr. Boyce H. Grier, Director Re ferences:

(a) License No. DPR-3 (Docket No. 50-29)

(b) USNRC Letter to YAEC dated June 18, 1980 I & E Bulletin No. 80-15

Dear Sir:

Subject:

Response to IE Bulletin 80-15 "Possible Loss of Emergency Notification System (ENS) with Loss of Off-Site Power" The following information is being provided in response to Reference (b),

IE Bulletin 80-15.

The response addresses in sequence the concerns raised in the Bulletin.

1.

We have determined that the ENS at Yankee Rowe is supplied by an on-site power supply with emergency backup.

2.

The ENS is powered by a reliable power supply system and, therefore, no modifications are required.

3.

A test was conducted on August 12, 1980, which verified that all exts.asions of the ENS located at Yankee Rowe would remain fully operable from the facility to the NRC Operations Center in the event of a loss of off-site power.

4.

Not applicable.

5.

Yankee Rowe has a directive in effect which requires notification to che NRC Operations Center immediately when one or more extensions of the ENS are found to be inoperable at the facility.
