m August 29, 1980 Mr. Boyce H. Grier, Director Office of Inspection and Enforcement Region I United States Nuclear Regulatory Commission 631 Park Avenue King of Prussia, Pennsylvania 19406

Dear Mr. Grier:

Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 I E Bulletin 80-17 Supplement 1

References:

a)

Ivan R. Finfrock, Jr. letter to Boyce H. Grier dated August 7, 1980.

b)

Ivan R. Finfrock, Jr. letter to Boyce H. Grier dated August 15, 1980.

Supplement No. 1 to the subject bulletin invoked additional licensee actions.

The purpose of this letter is to provide further information concerning the commitment made in reference a) for item A., 1) and response to item B., 2).

Previous responses to the supplement were contained in references a) and b).

Item A.,

1)

Further evaluation of the SDV concluded the system will perform its designed function in its pre::ent condition.

However, design improvements to improve the configuration of the system are under consideration consistent with NSSS vendor recommendations.

Item B., 2)

An engineering study of the existing venting system for the SDV was performed.

The conclusion of the study was the vent system was designed and installed consistent with good engineering practices and the applicable standards in effect at that time with the exception of the penetration location of the vent lines to the Reactor Building equipment drain tank (RBEDT).

Presently, the drain line penetrates a capped standpipe on the RBEDT at a point above the penetrations of the vent lines on the same pipe.

Although this has not been identified as an immediate concern, an improvement will be made to enhance venting capability. The schedule for completion of the modification will be dictated by necessary engineering work to be completed, material availability and plant shutdown of length required to complete the installation.

Mr. Boyce H. Grier, Director August 29, 1980 One comitment made in reference a) which remains to be fulfilled per the bulletin supplement is the forwarding of approved as built drawings of the SDV. At the completion of that submittal all required responses of the bulletin will be complete.

Very truly yours, N
