Dear Mr. Seyfrit:
South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Second Interim Report on the Stop Work on Safety Related and Code Welding On April 11, 1980, Houston Lighting & Power Company reported to your office a deficiency involving a stop work order on safety-related and code welding at the South Texas Project site.
An interim report on this matter was submitted to your office on May 15, 1980.
This letter provides additional information on the subject deficiency.
An extensive investigation is currently in progress and is being conducted by independent nondestructive examination and welding engineering consultants.
The scopa of tha investigation includes a) welder qualification, b) production welding, c) welding inspection, and d) nondestructive examination.
Specific actions which have been completed are:
- 1) Revision of procedures controlling the activities of " Welder Qualification" and " Weld Filler Material Control."
Personnel training is in progress.
- 2) Revision of procedures controlling nondestructive examination processes for " Visual Examination" and " Radiographic Examination."
Personnel training is in progress.
- 3) Revision of procedures controlling the activities of " Structural Steel Fabrication and Erection" and " Stud Welding." Personnel training will

be scheduled following approval of the revisions.
Specific actions which are in p.agress are:

- 1) Revision of procedures controlling activities of " Fabrication and Erection of Safety Related Piping," " Post Weld Heat Treatment,"
" Magnetic Particle Examination," and " Liquid Penetrant Examination."
- 2) Evaluation of previous safety-related welding and nondestructive examination activities.

V-0530 Page 2 All of the above-mentioned programs and activities are being conducted in support of response and resolution to item (3) (a) of the Order to Show Cause.
Further information regarding this deficiency will be provided consistent with our resolution of Show Cause order, item (3) (a).
