The C:mmission believes the uncertainties inheren; in reif ance on the geological se :ing alene are too great :: de reconciled in an adjudicatory Or: cess.
The Commission further believes the staff presumptions that a respcsitory woul consis cf two. major engineered barriers (waste packages and uncergrounc facilit.ies) in accition to the natural barrier provided by the geological se :'ng are correct anc reasonable.
Having reached these conclusions, :ne Commission considers next whether or not and :: wna: level of cetails the perfen:ance :riteria f:r a geological repository shoulc be pres:ribed.
In this regard, the Commission :ensiders the fc110 wing three alternatives *:

Prescribe a single overL11 performance standard that must be met.

Drescribe minimum performance standards for ea:n of the major elements, in addition to requiring the overall system to meet the EPA stancards; and 9
