Subject: Report Nos. 50-518/81-04, 50-519/81-04, 50-520/81-04 and 50-521/81-04

This refers to the routine safety inspection conducted by J. J. Blake of this

office on March 3-6, 1981, of activities authorized by NRC Construction Permit

Nos. CPPR-150, CPPR-151, CPPR-152 and CPPR-153 for the Hartsville facility. Our

preliminar3 findings were discussed with W. T. Quinn at the conclusion of the

inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report.

Within these areas, the inspection consisted of

selective examinatinns of procedures and representative records, inter,iews with

personnel, and observdions by the inspectors.

During the inspection, it was found that certain activities under your license

appear to violate NRC requirements. These items and references to pertinent

requirements are listed in the Notice of Violation enclosed herewith as Appen-

dix A.

Elements to be included in your response are delineated in Appendix A.

We have examined actions you have taken with regard to previously reported

unresolved items. The status of these items is discussed in the enclosed report.

Two new unresolved items are identified in the enclosed inspection report. These

items will be examined during subsequent inspections.

Jrt. accordance w!th Section 2.790 of the NRC " Rules of Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter and the enclosed inspec-

tion report will be placed in the NRC Public Document Room.
