NOTICE OF VIOLATION Metropolitan Edison Company Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a result of the inspection conducted December 7,1980, - January 31, 1931, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980) the following violation was identified.
The Order for Modification of License, dated July 20, 1979, as amended by the Order dated February 11, 1980, states in part:
...Pending further amendment of the Facility Operating License, the licensee shall maintain the facility in accordance with the Specification, Appendix A to License No. DPR-73) posed Technical requirements set forth in Attachment 1..."
(Pro The proposed Technical Specification 6.8.1.a states in part:
" Written pro-cedures shall be... implemented covering...the applicable procedures recomended in Appendix ' A' of Regulatory Guide 1.33, Revision 2, February 1978...."
Appendix 'A' of Regulatory Guide 1.33 lists procedures for control of radioactivity and procedures for limiting personnel exposure.

Station Operating Procedure 2104-4.62, Revision 1, dated September 17, 1980, and Revision 2, dated December 23, 1980, Temporary Nuclear Sampling System, paragraph 4.1.4, requires in part that the nuclear sample sink be shut-down if either radiation monitor SNS-RE-10 or SNS-RE-30 is inoperable, and requires that Unit 2 Health Physics (H.P.)benotified.
Contrary to the above, prior to December 18, 1980, when radiation monitors SNS-RE-10 and SNS-RE-30 were inoperable during weekly sampling of the reactor coolant system (RCS), the nuclear sample sink was not shut-down, and Unit 2 Health Physics was not notified.

Paragraph 2.2 of Procedure 1691, Revision 2, dated April 14,1980, Radiological Control for Babcock &
Wilcox (B&W) Cap-Gun-Chemistry Facility, requires that a radiological work permit (RWP) be issued to cover the sample analysis area, rad that monitoring requirements will dcpend on levels of activity anticipated during the analysis.
Paragraph 2.9, of the procedure requires daily Health Physics survey of the facility.
Contrary to the above, on several occasions during December 1980, RCS sample analysis was performed in the B&W facility without a specific RWP defining the radio-logical controls and precautions required for RCS sample processing, and a daily Health Physics survey of the laboratory was not performed.
This is Severity Level IV Violation (Supplement IV).

- Although the provisions of 10 CFR 2.201 requires Metropolitan Edison Company submit to this office within 25 days of the date of this Notice, a written statement or explanation in reply, we note that this item of noncompliance was corrected prior to the completion of our inspection and therefore, no response with respect to this matter is required.
