Enclosed in accordance with your telephone request is a copy of the Atomic Safety and Licensing Board's " Memorandum and Order Regarding Applicant's Motion for License Authorizing Operations Up to and Including 35 Percent Rated Power Operations" (May 6,1981), and a copy of a letter from Marshall Bernan to Mr. Thomas E. Murley and Mr. Denwood F. Ross, U.S. Nuclear Regulatory Commission, dated February 9,1981.

The matters raised by Dr.

Serman in the February 9,1981 letter and his further testimony at the evidentiary hearings in February-March,1981 were fully addressed at that hearing.
