Enclosed is cur final evaluation of safe shutdewn systems for Millstone 1, incorporating coments of your letter dated April 6,1981. Changes to the report are marked in the margin.

This evaluation will be a basi: input to the integrated safety assessment for your facility. This report may be revised in the future i' your facil-ity design is changed or if NRC criteria relating to this topic are modified before the integrated asses

x During tne integrated assessnent we will consider treans to ensure that pro-cedures essential to SEP topic evaluations are appropriately maintained so that future procedural modifications will not adversely affect plant safety and the conclusions of our SEP evaluations. We are assessing whether sect-ion 6.3 of the Techntcal Specifications could be u4pted for cur purposes, whether key procedures should be subject to offsite review cocmittee over-sight or other processes.

Considering air (or nitrogen) leaks from the electropneumatic Automatic Pressure Relief valve actuation systems, the licensee must demonstrate that thcse valves will be available for long term core cooling or must provide the means to assure their availability for this function.

Operator actions outside the control room to assure long term availabil-ity of the valves would be considered acceptable if suitably justified.
