THE UNIVERSITY OF MISSOURI - COLUMBIA DOCKET NO. 50-186 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.14 License No. R-103 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The filing by the University of Missouri - Columbia (the licensee) dated December 15, 1980 as supplemented by filing dated March 6,1981 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; 3.
The facility will operate in confonnity with the provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; l
E.
The issuance of this amendment is in accordance with 10 CFR Part 51 l
of the Commission's regulations and all applicable requirements have l
been satisfied; and F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a l
license of the type described in 10 CFR Section 2.106 (a)(2).

Accordingly, Facility Operating License No. R-103 is _ amended by changes l
to the Technical Specifications as indicated in the attachment to this i

O 2-license amendment, and paragraph 3.B of Facility Operating License No.
R-103 is hereby amended to read as follows:
3.B.
Technical Soecifications The Technical Specifications contained in Appendix A as revised through Amendment No.14, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of the date of its issuance.

Definitions (continued) 1.19 Reactor Scram The insertion of all reactor shim rods by gravitation force as a result of removing electrical power from all rod magnets.
1.20 Reactor Secured The reactor snall be considered secured whenever it contains in-sufficient fuel in the reactor core to establish criticality with all control rods removed or whenever all of the following conditions are met:
a.
All shim rods are fully inserted.
b.
One of the folicwing conditions exists:
(1) The " Master Control" switch is in the "off" position with the key locked in the key box or in the custody of a licensed operator.
(2) A licensed operator is present in the Control Room and the dumy load control rod test connectors are installed.
c.
No work is in progress involving transferring fuel in or out of the core.
d.
No work is in progress involving the control rods or control rod drives with the exception of installing or removing dumy load control rod test connectors.
e.
The reactor pressure vessel cover is secured in position and no work is in progress on the pressure vessel or its supports.
