Shortly after the Three Mile Island accident, the NRC initiated a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> Duty Officer system for receiving reports of non-routine events from operating nuclear power plants.

On February 29, 1980, the Commission approved 10 CFR 50.72 requiring licensees to notify the NRC Operations Center, as soon as possible, of any event falling into one of the 12 itemized categories. We are well aware that this system has at times caused some inconvenience for plant operating staffs. Consequently, we are seeking ways of improving the exchange of infomation with a concomitant reduction in impact on reactor operating staff.

NRC staff has developed some recommendations for reaching the above objective.

However, before any such changes are instituted, we believe it would be worth-while to meet with a cross-section of shift supervisors from operating nuclear power plants to:

(1) discuss the manner in which the NRC Operations Center operates in a routine manner and during emergencies; and (2) solicit cormients and recommendations for improving the interface between the facility and NRC

% order to develop a maximum exchange of information with the least impact on licensee operations.

A meeting has been scheduled for May 7,1981, at the NRC Operations Center, 4350 East West Highway (3rd Floor), Bethesda, Maryland. The meeting will begin at 9:00 a.m. and should conclude in the early afternoon. We are regt.st-ing that you provide a shift supervisor who has first hand experience with the notification procedures to attend the meeting. is a list of the utility comp,'ies who have received an identical invitation.

Since the list is quite l sited, if you are unable to provide such an individual, please contact this 2ffice as soon as possible so that we may extend the invitation to another licensee.

A specific agenda for the meeting has not been developed yet. However, a list of the meeting objectives is provided as Enclosure 2.

ENCLOSURE 2 OBJECTIVES OF THE MEETING 1.

Provide comments and recommendation on the Operation Center / Control Room interface.

2.

Provide comments and recommendations on the categories of events required to be reported under 10 CFR 50.72.

3.

Previde comments and recommendations on the most effective manner for the licensee to provide adequate information to the NRC Operations Center on 50.72 reports.

4.

Provide comments on a shortened reporting system. The Headquarters Duty Officer and the licensee caller would both have a guidance checklist for reporting the information.

The licensee could organize his report in that format and report it to HD0 who would record the conversation and only ask clarification questions. The completion of the form would become secondary; to be done later at HD0 leisure and, if necessary, call facility back to fill in details when situation calmed down.
