SUBJECT:
INSERVICE INSPECTION AND TESTING PROGRAM (SECOND TEN YEAR INTERVAL) (Millstone Station, Unit 1)
By letter dated September 18, 1980 you submitted a description of the inservice inspection and testing program for the second ten-year inspec-tion interval for the period December 28, 1980 to December 28, 1990.
Also included were requests for relief from code requirements during this period.
We have reviewed the information you have presented and agree with your deter-mination. Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), relief is granted as discussed in the enclosed Safety Evaluation. We have determined that the grant-ing of this relief is authorized by law and will not endanger life or property or the coninon defense and security, and is otherwise in the public interest con-sidering the burden upon Northeast Nuclear Energy Company that could result if the requirements were imposed on Millstone Station, Unit 1.
We have determined that granting of the relief does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the relief involves an action which is insignifi-cant from the standpoint of environmental impact and, pursuant to 10 CFR 151.5(d)(4), that an environmental impact statement, or negative declaration and environmental 1:spact appraisal need not be prepared in connection with the i
issuance of this action.
A notice related to the granting of the relief, which is being forwarded to the Office of the Federal Register, is enclosed for your information.
