,- [ Contention 19, Permitting the Applicant to delay implementation of ". license con-dition" cnanges to the Suniner station degrades the ability of Staff and the Applicant reasonably to assure the health and safety of the general public.

BASIS FOR CCNTENTION 19 Staff has proposed several license conditicns which would recuire .

the Applicant to make certain equipment changes in the Sunner plant dt the first reload (SER 1-11). Those items relate to inspection ports in the steam generators, power for the RPR system suction valves, and instrumentation, and controls on the emergency diesel generators.

The Three Mile Island accident has clearly shown that accidents, especially those related to design deficiences and human error, are as likely to happen orior to the first fuel reload as later.

Unless Staff and the Applicant can demonstrate that failures in

these comconents are age functions, no operating license should be granted the Applicant until these deficiencies are corrected.
