SUBJECT:

ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL EQUIPMENT FOR CESSAR On March 16, 1980, the NRC staff met with representatives of several near-term operating license applicants to clarify the requirements for environnental qualification of safety-related electrical equipment.

Representatives from Combustion Engineering (CE) attended that meeting and subsequently inquired into the manner by which these requirements would be applied in the review of the CE standard nuclear steam supply system, CESSAR, and the related topical report CENPD-255.

As you know, the staff's requirements and guidance on this matter are described in the Commission Memorandun and Order of May 23, 1980, NUREG-0589, and NUREG-0737 Task II.B.2.

The staff's review of this matter for operating license applications consists of a detailed review of the summary bases for environmental qualification for all safety-related electrial equipment and an audit of the cualification records for selected pieces of equipment.

We recocnize that it may be impractical to identify specific equipment by model number for the CESSAR scope of supply, because of the period of time over which CESSAR may be referenced. We will make generic findings with resoect to the CE environmental qualification program as part of our review of CESSAR and CENPD-255. These findings will be reflected in our Safety Evaluation Report for CESSAR. However, we will conduct i

our audits in conjunction with the plants which reference CESSAR, should we elect to audit each subsequent reference plant.

The material for submittal should include the basis for selecting the equi:: ment required for accident mitication and safe shutdown, the bases for the environmental profiles, and statenents regarding conformance with the specific requiranents of NUREG-0588. References to the CESSAR FSAR and CENPD-255 nay be used as appropriate.

We request that you anend the applicable portions of the CESSAR FSAR and, as anpropriate, CENPD-255 to respond to the Category I staff positions contained in NUREG-OSAa. Should you have any questions, we would be pleased to meet with you to discuss our review of the CE environmental qualification program.
