O APPENDIX A NOTICE OF VIOLATION Virginia Electric and Power Company Docket Nos. 50-338 and 50-339 North Anna 1 and 2 License Nos. NPF-4 and NPF-7 As a result of the inspection conducted on December 9-12, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violations were identified.
A.
Technical Specification section 4.7.15.b requires that penetration fire barrie-s shall be verified to be functional by a visual inspection prior to declaring a penetration fire barrier functional following repairs or main-tenance.
Contrary to the above,' the fire damper modification between the Units.1 and 2 cable tunnels was not inspected af ter the modification to assure that this penetration fire barrier was functional.
This is a Severity Level V Violation (Supplement I.E.).
B.
License Condition paragraph 2.c.(11) requires that no later than November 1, 1980, VEPC0 shall implement the fire protection modifications as described in the Commission Safety Evaluation Report " Fire Protection Program for North Anna Power Station units 1 and 2" (FPSER) dated February 1979, except implementation of the safe shutdown system shall be implemented no later than April 1,1981.
Contrary to the above, the sprinkler system for the high ceiling portion of the cable tunnel utilized closed heads in lieu of open heads as required by Table 1 of FPSER and in addition, portable fire extinguishers were not provided at Auxiliary Service Water Pump House as required by Table 1 of FPSER.
This is a Severity Level V Violation (Supplement I.E.).
Pursuant to the provisions of 10 CFR 2.201, you are hereby required to submit to this office within twenty-five days of the date of this Notice, a written state-ment or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
