MINUTES OF THE ACRS SUBCOMMITTEE MEETING ON

l REACTOR OPERATIONS WASHINGTON, DC DECEMBER 2, 1980 The ACRS Suticommittee on Reactor Operations held a meeting on December 2,1980 in Room 1046, 1717 H St., N.W., Washington, DC.

The purpose of this meeting was to discuss the' hRC proposed guidelines for the structure of utility organi-zations and technical support resources to assure that plants are operated safely.

Notice of this mee+.ing was published in the Federal Register on Tuesday, November 18, 1980.

A copy of this notice is includcd as Attachment A.

A list of attendees for this meeting is included as Attachment B, and the schedule for the meeting is included as Attachment C.

A complete set of meeting handouts has becn included in the.ACRS Files.

Attachment D is the handouts and documents associated witn the meeting. There were no written statements or requests for time to make oral statements received from members of the public. The meeting was entirely open to the public. The Designated Federal Laployee for this meeting was Richard Major.

guidelines are based on recommendations from the President's Commission on TMI, the NRC commissioners, the Lessons Learned Task Force, the NRC Special Inquiry Group, the ACRS, the AIF, the ANS Standards Comittee, and the TMI In addition to the NRC Staff effort, three contractor studies Action Plan.

The schedule for implementation seems somewhat vague. The Staff is supposed to have a paper to the commissioners by knuary 1981; however, they are apparently planning to revise the guidelines in accordance with the com-ments received by December 19 and possibly go out for another round.of com-ments.

r REACTOR OPERATIONS 12/2/80 The utilities are apparently having trouble with this concept.

Its functions are vaguely defined and the proposed number of five members could require a 25% expansion of the engineering staff of a small utility.

In response.to a question as to whether the Staff checked with Savannah River to see how effective such a group was, the Staff said they had not; however, a number of Staff people from Savannah River liked the idea. As with the STA, there is not sufficient utility experience to make a judgement as to the usefulness of such a group The Staff was asked whether they were wr,r;ing with INP0. The Staff repiied that they meet about every six weeks. *~ hey also said it is not clear how the NRC and INPO will use one another's work.

As to the qualifications for RO's, SRO's and shift supervisors, the Staff's opinions are apparently mixed. The Staff stated that Mr. Denton and Chairman Ahearne felt that the shift supervisor should have a degree.

The question of prescriptiveness and implementation of the " Guidelines" was raised and the Staff responded by stating they wished to keep prescriptiveness to a minimum. They said the minimum staffing requirements would probably be in the form of a rule, while the remainder would probably be a regulatory guide.

Finally, the Staff seemed unclear as to the interface between these staffing 9uidelines and the staffing requirements of NUREG-0654, Emergency Planning, and 0696, Emergency Response Facilities.

In the case of a conflict, NUREG-0654 would supersede the guidelines discussed here.

The Subcommittee will schedule another meeting on this subject when the Staff has a more defini+.ive position establisited.
