Anticipated request of the NRC for ACRS review of control-system failures which can cause or exacerbate nuclear power plant accidents.
ACRS consideration of 2/26/80 incident at the Crystal River nuclear plant.-

Procedures Minutes - 13/2/?0 Discussion 1.
ACRS Review of crocesed NRC definition of *clant features iccertant to safety" The request by the NRC Staff (NRR/DSI) for ACRS review of the proposed definition of " plant features important to safety" anc related criteria for design, construction, and testing of such features was noted.
M. Sender proposed that an ad hoc Subcommittee, witn Mr. D. Ward as Chair-man, be set up to review this matter. Other members suggested for this Subcommittee were J. Ebersole, C. P. Siess, D. Okrent, and M. Sender.

ACRS review of incuiry by Concressman Morris K. Udall of control system
-failures wnicn can cause or exacercate reactor accidents It was noted that this request by Congressman Udall is likely to be referred to the Committee by the Connission. The members of the Pro-cedures Subcommittee agreed that it should be referred to the ACRS Subcommittee on Clectrical Systems (W. Kerr, Chairman) for action.

ACRS consideration of Crystal River incident of 2/23/80 The ACRS Executive Director noted problems in setting up a meetirg to discuss this matter due to the limited availability of the applicant.
It was proposed that the full Committee schedule a discussion ;f this incident'and related corrective action with the NRC Staff at an ap-propriate time. The loss of N!! at Rancho Seco should also be ad-dressed. Both licensees should be invited to attend and participate in these discussions to the degree they are able/ interested.
It was also agreed that this topic -(reliability of NII and related power supplies) is a generic matter which should be considered by the ACRS Electrical Systems Subcommittee in connection with the review as-signed to it under Item 2 above.
4.
Procosed crocedures for ACRS review of prooosed NRC
- reactor safety stancards" The members of the Procedures Subcocnittee made the following commnts re-garding the procedures' outlined in Attachment 1 (Item 1):
. This written procedure-should-be limited to proposed NRC ' rules and regulations as required by the Atomic Energy Act within the pur-view ofthe Committee. Review of other items (e.g., NUREG reports, Branch Technical Positier.s, etc.)'will be handled on a case-by-case basis.
3-Proceudres Minutes - 12/3/30 70 review all of the items listed in Attachnent 1 would overload the Connittee and would involve many items with limited importance to safety.
Conclusion
' As a result of the decisions / guidance noted above the attached report (Attachment 2) was prepared for presentation to the full Committee (248th ACRS meeting, December 6, 1980).

Discuss orotosed procedures for ACRS review of proposed NRC " reactor safety standards."

During the November ACRS meeting the ACRS Staff was asked to prepare a proposed procedurn for ACRS review of proposed NRC " reactor safety standards" in accordance with Section 29 of the Atomic Energy Act and consistent with the Commission Policy Statement and the memo of understanding between the ACRS and EDO regarding ACRS participation in the rulemaking' proces s.
The attached draft memo outlines e proposed pro-cedure for discussion which is based in large part on the procedures used for the review and evaluation of NRC Regulatory Guides.

The AC%S has been asked by the NRC Staff (NRR/OSI) to provide comments re a proposed definition of " plant features important to safety" and related criteria epplicable to the design, construction, etc., of such features.
l Although this definition has been developed primarily for use in connection with the hearing re operation of TMI-1, _it will probably be promulgated for general guidance and use by the Regulatory Staff.
A decision re the ACRS interest in providing comments and assignment to a cognizant Subcommittee is needed.
The TMI-l or Reg Philosophy and criteria seem likely candidates.

Anticipated Recuest for ACRS Cbmments re Commission plan for review and evaluation of control system failures which can effect plant safety.
(See attached memo from R. F. Fraley dtd. Nov. 26, 1980 re ACRS Future Schedule).
In all probability a request will be made.by the Fouse Committee on Interior and Insular Affairs for ACRS comments re t:iis matter.
A decision is needed re development of an ACRS response and designation of an aporopriate sub-committee. The ACRS Subcommittee on' Electrical Systems seems a likely candidate.
6:15 - 6:30 p.m.
ACRS Consideration of Crystal River incident of 2/26/80.
Members of the Committee have expressed considerable interest in the implications of the 2/26/80 incident at Crystal River during which power was lost to both hNI buses.
This is considered a substantive " lesson learned" with respect to the reliability of such systems and plant /operatcr dependence on them.
The corrective action which has been taken in B&W plants is of interest as well as the implications of this experience to the design of other vendors plants and NRC cri te ria.
We had scheduled three meetings of the ACRS Subcommittee (Oct. 30,1980; Nov.12,1980; and Dec. 18, 1980). All three meetings have been cancelled by the applicant because of the press of other business, primarily meetings with and preparation of replies to the NRC Staff.
I believe this situation is unsatisfactory and should be discussed with the NRC Commissioners during the Committee's meeting with them on Friday (Dec. 5, 1980).
