Dear Mr. Brunner:

This letter is in response to combined Inspection Report 50-277/80-32 and 50-278/30-24 dated January 7, 1981.

Appendix A to your letter addresses one item as not appearing to be in full compliance with Nuclear Regulatory Commission requirements.

This ite= is restated below with our response.

10 CFR 50, Appendix B, criterion VI states in part:

" Measures shall be established to control the issuance of documents, such as instructions, procedures, and drawings, including things thereto...these measures shall assure that documents...are distributed to and used at the location where the activity is performed."

'The licensee's NRC accepted Quality Assurance Plan, Volume III, Section 2, paragraph 6.1 states in part:

" doc umente, including changes...are distributed to and used at the location where the prescribed activity is performed."

Page 2 Contrary to the above, as of October 21, 1980, the current revision of procedure SE-1, " Plant Shutdown from Outside the Control Room", was net posted at the Emergency Shutdown Panels, the location of performance of the prescribed activities (Recurrent Item).

Response

The cause of this infraction is procedural deficiency.

Current revisions to the procedure mentioned in this item were not subject to controlled distribution to the shutdown panel.

The r e for-e, the latest re' vision of this procedure, SE-1 " Plant Shutdown from Outside of Control Room" may not have been incorporated into the procedure book at this location.

As stated in the Inspection Report, the proper revisions of the procedures were promptly posted.

The shutdown control panels have been placed on the controlled distribution list for procedure SE-1.

This mechanism will ensure that current revisions of the above mentioned procedures are promptly placed in the procedure book at that location.

LAs a result of a previously identified similar item of non-compliance, an extensive review of the Peach Bottom system for control of procedures was conducted which resulted in the approval, on December 16, 1980 of Revision 17 of Peach Bottom Atomic Power Station procedure A-2, " Procedure for Control of Procedures".

All persons and work areas considered to require controlled copies of specified procedures are now included in this procedure.

Revision to procedure A-2 will ensure that the identified item of noncompliance will not recur.
