Dear Mr. Keppler:

Enclosed is Revision 3 of Toledo Edison's response to IE Bulletin No.79-01B for the Davis-Besse Nuclear Power Station Unit.1. The attached supplements the information submitted in Revision 2.

A tabulation of the revised and added sheets is included.

Revision 3 encompasses the following system additions:

A)

System 26 (Boron Precipitation Control System) was added as it is required following a loss of coolant accident (LOCA).

B)

System 27 (1E Pressurizer Heaters System) and System 28 (Make-Up and Purification System) were added as they are utilized to maintain the unit in a hot shutdown condition.

C)

System 29 was added to address th'ose post-TMI modification components already installed at Davis-Besse Station.

Section V is in response to the request for information on additional l

systems utilized to take the plant to cold shutdown. These systems are:

i 1)

Primary system pressure control.

2)

Letdown system.

~ 3)

Low pressure injection system.

This is a tabulation of the equipment in these systems required for cold shutdown. Their evaluation sheets will be provided in a future revision.

. i Existing system packages were revised as necessary to include safety related display instrumentation, post-accident sampling and monitoring, radiation monitoring (including containment), equipment required for indication to assure correct operator action, and revised radiation values based on revised integrated radiation doses.

.The underlying basis for Toledo Edison's responses to this Bulletin is to demonstrate the ability to bring the plant to, and maintain the plant in, a safe shutdown condition following the loss of coolant accident (LOCA), or a high energy line break, using equipment that is qualified to perform its safety related function in any harsh environment that may result. This approach is in full compliance with the operating license for Davis-Besse Unit 1, the NRC's safety evaluation (NUREG 0136) providing the basis of the operating license and is consistent with the required modes of operation of accident mitigating systems as described in the Final Safety Analysis Report (FSAR).

The required operating times as reported on the data sheets reflects those times supported by the safety analyses of the evaluated accident conditions for Davis-Besse Unit 1.

Toledo Edison is continuing to pursue qualification information that is still missing within this report, and will provide the information in a later submittal. This submittal is presented to meet the requirements of IE Bulletin No. 79-Ulu, Supplement No. 3.
