Dear Mr. Engelken:

Your letter dated November 3, 1975, which enclosed IE Bulletin No.75-04B, requested that we forward to your office within 30 days:

(a)

A copy of all reports or any other documentation relating to the fire protection inspections, dates of inspections and by whom performed.

(b)

A description of any achiens taken or planned -

showing dates for actions - as a result of findings or recommendations from the fire protection inspec-tions or, if appropriate, our position relative to the results of the inspections perfonned.

In our letter dated December 3,1975, we described the two inspections which had been made and explained that we believed it was inappropriate to send a copy of the Nuclear Mutual Limited (NML) prop-erty loss prevention report until resolution of its recommendations had been reached with NML.

The recommendations of the NML report dated September 22, 1975, a copy of which is attached, have been resolved, and the follow-ing comments cover the action taken on each item:

Statement:

"The Gate House has wood clad on wood joist roof construc-tion.

Resolution _:

. We have decided to exclude this building from insurance coverage under our Nuclear Mutual Limited Policy No. P75-020.

Statement _:

"Only approved flame proofed tarpaulins or other approved materials of equivalent fire hazard characteristics should be used.

Reference is to unapproved polyethylene plastic sheeting now in use primarily in the Reactor Containment.

Resolution:

Flame proof tarpaulins or other approved materials will be used.;

Statement:

The minimal amount of this scaffold and form material has been removed as Off Gas System modification work is completed.

Statement:

" Monthly drills should be instituted for each brigade (team) under conditions as nearly real as practical.

This report contains only those items pcrtaining to changes in conditions. The areas con-cerning administrative control and areas concerning design and construction of the permament plant are contained in the Original Report (as revised).

l GENERAL: A Cate House of one story ordinary construction (H.C.B. valls and composition on wood roof) has been crected at the approxicate location t

l of the former Temporary Guar'd House. The building is 18 x 24 feet in arca l

with 4 feet caves on all sides of the building.

, A 38' x 39' one story addition is being ere'eted adjoining and communicating with the vest vall of the Office.

Walls are of hollow concrete block i

masonry; floors are concrete and roof is composition on rigid insulation on 1

metal roof deck supported by metal truss joists.

Foundations have been set down for an Off Cas Structure edjoining the west vall of the Refueling-Reactor Containment.

.The plant security has been improved by the provision of a radar intrusion alarm encircling the entire plant, but excluding the Visitors Center.

Several tc=porary trailer chasis counted offices and construction storage buildint.s have been moved on to the plant site and are.vithin 30 feet of permanent buildings.

The fire pumps were started on automatic operation.

FIRE PROTECTION:

The fire pumps consist of three pumps, two cicctric motor driven and one dicscl engine driven, each rated at 500 GPM and 120 psi.

A suitable means of properly testing the pumps is to be provided. This will permit the semi-annual test on the next inspection.

Hose stations are provided throughout the three units.

The carbon dioxide standpipe system, deluge automatic sprinkler system and the conventional sprinkler systems are in service at.d are properly maintained.

A standard coepicment of fir'st aid fire extinguishers are properly serviced and are subject to daily inspection.

WATCHMAN SERVICE: All parts of the premiscs are patrolled periodically and some areas hourly with rounds recorded in logs.

The entrance gate is manned at all tices and roving patrols are supervised by radio.

RECOMMENDATIONS TIic following reco==cndations are listed in accordance with NHL Standards.
