DEVELOPMENT AND REVIEW 0F EMERGENCY PROCEDURES FOR NEAR4TERV OPERATING LICENSE APPLICANTS In support of the requirements set furth in the Task Action Plan, Items I.C.1 and I.C.8 for near term operating license applicants, the NRC Procedures and Test Review Branch of the Division of Human Factors Safety will review all

' emergency procedures developed from symptom based guidelines for GE plants.

The review pmcess will involve the following steps:

1 a) A preliminary review of draft procedures.

.f A meeting with the applicant to discuss the outcome of the preliminary review.

c)

Carry out a sinulator walk-through of the above procedures (with shift crew and shift techaical advisor).

d) Observe a plant walk-thmugh for one of the emergency procedures.

e)

Issue SER covering preparedness for accidents covered.

f It is our understanding that you plan to submit your emergency procedures for i

the Zimmer Station by February 9,1981, and that the week of March 23,19F21, l

has been set aside for the simu'ator walk-through (Morris simulator - February 24, l

25, 1981 - midnight to 8:00 r?a and Zimmer control room walk-thmugh. The staff agrees with this scheduling but advises you that it provides minimum lead time for the review based on a projected June 1,1981 SSER issuance.
