Girth wela Joint Installatien by tne Mechanical Contractor We have comoleted our review of tte infcmation you proviced pursuant to cur letters of hovec::er 21, 1979 and July 18, 1950, concerning tne Sacrificial Shield Wall (SSW) girth weid joint to be installed by the WNP-2 mechanical centracter. The structurai, metailurgical, and weieing aspects of the proposed ccrrective welo have oeen founo to be acceptacle to the NRC as described in Mr. Tedesco's ietter to you of Novencer 20, 1950.
Moreover, the information you proviced in your response of Decemoer i,1920, ccncerning the flamability resistance of the shielding materiai, has oeen reviewed and founc to be acceptable.
On the matter concerning the perfomance of your work by the techanical centractor, our :.cservation at the site ano evaluation of the final-round infomatica you provided cur Resident Inspector on January 14, 1981, concerning the results cf your reevaitaticn of this contractor's work control, quality assurance systems, and associated ccrrective action plan for installation of girth weid joint, indicate that there is reasonable assurance the work will be cccpleted satisfactorily. Therefore,.your ccmitment described in our lettars of Scvember 21, 1979 and July 18, 1930, have been met with respect to the SSW girth weld joint.
As understood during the meeting between you and Mr. G. S. Spencer of this office cn January 20, 1981, except' for installation of the SSW girth weld joint, your stop work directive en the cechanical contractor will remain in effect until the NRC has further examined the results of your reevaluation of this centracter's work methods for subsequent installation activities.
This continuing cemitment results frem cur concern about this contractor's ability to provide suitable work methods as discussed in the documents referenced in the attached enclosure.
We note that the reviews by WPPSS of the centractor's work cethods preposed for the aforementioned girth weld, identified substantive weaknesses in these methods which required attention before the work could IF"EDI"TE ACTIO*4 LETTER A

These included weaknet:cs in the contractor qualifications of the welding precedure and centrol of sub-contractor activity.
Consequently, it is understocd that, until further notice frc9 the fiRC, WPPSS will continue the reevaluation b; the ir.decendent review te3m of this contractor's proposed work methods and asscciatad cerractive actions for all subsequent installation acti vi ti es.
