l SPECIFICATIONS CHANGE FIQUEST -

ADMINIS"" RAT!VE CONTROLS - SECTION 6 Attached are three (3) original and thirty-seven (37) copies of a reqv.st to change the Big Rock Foint Technical Specifications.

i Censumers Power Co=pany letters of July 16, 1979 and October h, 1979 requested various changes to Section 6 of the Big Rock Point Technical Specifications.

The purpose of this submittal is to incorporate the previously requested changes I

into a single updated request, to add additional clarifications, and to incor-porate a Shift Technical Advisor (STA) requirerent.

The intent of the request-ed changes is to bring the Big Rock Point Technical Specifications into closer j

sgreement with those of our other plants and the Standard Technical Specifica-tions.

The addition of the STA require =ent is in response to NRC letters dated July 2, 1980; October 31, 1980 (NURIG-0737) and January 7, 1981. As noted in the dis-eussion for this change, the inecrpcraticn of the STA in Table 6.2-1 is made on the basis that this requirement may be fulfilled by different alterna*ives.

Therefore, Consumers Power reserves the right to =cdify the STA ataffing as alleved by NUREG-0737 by changing the STA duty hours, but in so doing, vill l

assure that an STA is onsite and available on a 2h hour centinuous basis during the required plant conditions.

The proposed change has tien determined to be a Clnss II change pursuant to 10CFR l

170.22 because the change involves changes in administrative controls only. No fee is being provided with this request because the two previous requests dated July 16, 1979 and October 31, 1979, which this request clarifies and consolidates, both submitted the appropriate Class II fee.
