On December 10, 1930, Georgia Power Company (GPC) received Insoection Report No. 50-42 frcm the Nuclear Regulatory Commission (MRC), Region II Office.

This recort referred to the inspection conducted by R. F.

Rogers on Seotember 13 through October 14, 1980, at Plant Hatch. During the inspection two activities were identified as being in noncompliance with NRC requirements.

Following is the GPC response to those items listed in the Notice of Violation enclosed with the Inspection Report as Appendix A.

Infraction A As required by Technical Specificacion 6.8.1, written procedures shall be established, implemented and maintained covering the applicable procedures reco= ended in Appendix A of Regulatory Guide 1.33.

Regulatory Guide 1.33, Appendix A, states in part that procedures should be provided which conteri radioactivity and limits personnel radiation exposure.

Plant Procedure HNo-009, Personnel contamination survey, Paragraph G.1.

states that "... all personnel contami'ations should be immediately reported to health physics."

Contrary to the above, two workers were observed on October 8, 1980, leaving a hand and foot monitor af ter it alarmed.

The workers decontaminated their hands without notifying health physics.

GPC Response Personnel working at Plant Hatch are instructed to contact Health Physics if they find themselves contaminated.

In order to assure compli-ance with this recuirement, on October 13, 1980, technicians were assigned to observe personnel monitoring at the Health Physics office and at the main exit dcors to the Control Building and Turbine Buildings.

Assignment of personnel to these locations will remain in effect for the duration cf the Unit 2 and Unit 1 outages and until there is reasonable assurance that all plant workers fully understand the requirement.

During periods of extensive outages in the future where large numbers of contract workers are employed, personnel will be assigned to the building exit doors to observe workers surveying themselves and to assure compliarce with the requirement.

Item 1 Plant Procedure HNP-8J05, Paragraph E.3.b., requires that radio-active labels be initialed and dated by the technician performing the survey.

Contrary to the above, an HP technician updated three tags on September 12, 1980, and failed to initial or date the tags.

GPC Resconse Health Physics personnel have been instructed in the importance of properly labeling radioactive materials, including initialing and dating i

the label.

Full compliance was achieved on October 14, 1980.

Item 2 Plant Procedure 8108, Paragraph F.4. requires that HP supply another dosimeter when an employee finds his off-scale.

Contrary to the above, an HP technician on October 9,1980, failed to provide another dosimeter to an employee who found his off-scale.

The procedure was revised on November 11, 1980, so that when a worker's dosimeter is dropped or erratic readings are noted, he should notify the Health Physics staff.

Another dosimeter will be issued if the staff determines that the dosimeter has been damaged or is inopera-tive.

Full compliance was achieved on November 11, 1980.

Iten 3 Plant Procedure HNP-8004, Paragraph G.3. requires that HP document the re-zeroing of a dosimeter on a Form 3, Dosimeter Re-zero Record.

Contrary to the above, an HP technician on October 9, 1980, failed to document the re-zeroing of an off-scale dosimeter on a Form 3.

GPC Response The original intent of Form 3, Dosimeter Re-zoro Record, of proce-dure HNP-8004 was to provide a method for recording u dosimeter reading, before the dosimeter was re-zerced, in order that the person's exposure could be updated.

It was not ended to be used for documenting when a dosimeter went off scale becau

Since the procedure does not sp

'fically exempt this condition, however, dosimeters foer.J off-scale are now being documented on Form 3.

Full compliance was achieved on October 13, 1980.
