, NOTICE OF VIOLATION Northeast Nuclear Energy Company P. O. Box 270 Hartford, Connecticut 06101 Docket Nos. 50-245 50-336 Based on the results of an NRC inspection conducted on November 5-7,1980, it appears that one of your activities was not conducted in full compliance with NRC regulations and the conditions of NRC Facility License Nos. DPR-21 and DPR-65 as indicated below. This is an infraction.
Section 2.4.1.3 of the Environmental Technical Specifications for Operating License Nos. DPR-21 and DPR-65 requires that prior to release of each batch of liquid waste a sample shall be taken from that batch and analyzed for the con-centration of each significant garrma energy peak in accordance with Table 2.4-1.
Table 2.4-1 requires that a sample of each batch of liquid waste be analyzed for principal gamma emitters to a detectable concentration of SE-7 microcurie (uCi) per milliliter.
Contrary to this requirement, a liquid waste sample (Discharge Permit No. 2279) which was split with the NRC Region I Mobile Radiological Measurements Laboratory on November 5,1980 was not analyzed for Antimony-125, although significant gamma energy peaks from this isotope were present in concentrations greater than SE-7 uCi per milliliter.
In addition, a review of liquid discharge permits from January,1980 to November 5,1980 indicated Antimony-125 to be present in some, but not all, of the samples and not identified and quantified.
