During a recent visit to your facility on January 12-13,1981 by Darrell A. Huff of my staff, it was determined that your fuel rod accountability system does not comply with the intent of 10 CFR 70.58(h).

This section of the regulations requires that current kncwledge be provided of the identity, quantity, and location of all special nuclear material contained in discrete items and containers.

In our c' pinion, t!.a rod accountability system at your facility fails to provide adequate knowledge of the quantity and location of material contained in individual fuel rods. Therefore, we hereby request that you submit a proposal to us for upgrading your present system on or before Feoruary 27, 1981.
