This refers to the special inspection conducted by Mr. W. D. Kelley of this office on October 6-7, 1980, of your facility at Coraoplis, Pennsylvania, associated with the manufacture of ASME Section III "N" Class 1, 2, and 3 valves and to the discussion of our findings with Mr. A. L. Gentile and members of your staff at the conclusion of the inspection, This inspection was made to confirm whether the reported deficiency conceuing r

your failure to post weld heat the weld repairs made by you on the aluminum-bronze discs if the nine butterfly valves for installation in the safety class 3 Service Wate r System, at Comanche Peak, in compliance with ASME Code require-ments was pr:, cessed, evaluated and reported in a manner consistent with 10 CFR 21.

l As you know, the NRC requires each identified defect and/or deficiency to be evaluated to determine its cause, safety significance, generic impact, and l

reportability, in conformance with Part 21 of Title 10 of the Code of Federal Regulations.

Areas examined during this special inspection, and our findings are discussed in l

the enclosed report. Within these areas, the inspection consisted of an examin-l ation of procedures and representative records, interviews with personnel, and I

observations by the inspector.

In accordance with Section 2.790 of the Commission's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations,.a copy of this letter together with the enclosed inspection report will be placed in the Commission's Public-Document Room.

If this report contains any information that you believe to be proprietary, it is necessary that you make a written application within thirty (30) days to this office to withhold such information from public disclosure.

Any such application must include a full statement of the reasons on the basis of which it is claimed that the infor=ation is proprietary, and should be prepared so that proprietary information identified in the application is contained in a separate part of the document.

If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
