This is to inform you that you passed neither the written nor the operating test administered to you on November 18, 1980 and November 19, 1980 in connection with your application for an operator license at the Palisades Nuclear Plant.

Accordingly, your application for an operator license is hereby denied.

A review of your examination papers and the examiner's report indicates that you exhibited deficiencies in the areas shown on the " Operator / Senior Operator Exam-ination Results Sutmary," which is attr ched to thia letter.

You may file a new application after 2 nonths fra the date of this letter ic.

Under the regulations, each examination and reexamination consists of both writ-ten and operating tests. The Consission nny, in its discretion, under Section 55.12(b), excuse an applicant from reexamination on the part of the examination which he has previously passed, if sufficient justification is presented. A request to be excused may be made at the time of reapplication.

In connection with the foregoing, your attention is invited to the provisions of Part 2, Title 10, Code of Federal Regulations, entitled, " Rules of Practice,"

copy enclosed, and nore particularly, Section 2.103(b)(2) wherein it is provided, in part, that an applicant has the right to request a hearing within twenty (20) days from the date of the denial.
