Mr. D. J..Skovholt Transmitted herewith are three (3) executed and thirty-seven (37) conformed copies of an application for an amendment to Operating License DPR-6. It it understood by Consumers Power Company, pursuant to Mr. J. K. Restrick's telephone conversation of February 28, 1969 with Mrs. Diggs of your office, that the information contained in its request for a change to the technical specifications of Operating Li-cense DPR-6, Docket No'50-155, dated February 11, 1969 (Technical Specification Change No 17), vill be treated as the major part of this application.

The purpose of this application is to amend the special nuclear material license contained in Operating License DPR-6 to per-n.it receipt, possession and use as fuel for the operation of the reactor at any one time of a quantity of contained plutonium necessary to carry out a joint program sponsored by the Edison Electric Institute, General Electric Company, USAEC and Consumers Power Company. The maximum total quantity of contained plutonium that it may be necessary to have at the site for use as fuel under this program at any one time is estimated to be fifty (50) kilograms. This quantity ineludes contained plutonium in storage before insertion, being used as fuel in the reactor and in storage after removal from the reactor. The quantity of contained plu-tonium scheduled to be inserted as fuel in the reactor during April of 1969 pursuant to proposed Technical Specification Change No 17 is approxi-mately one (1) kilogram. The remainder of the total quantity of con-tained plutonium to be used as fuel pursuant to this program shall be inserted at future refuelings pursuant to future Technical Specification changes.
