Dear Mr. Groce:

The Cormission has issued the enclosed Amendment No. 51 to Fac Operating License No. DPR-36. The amendment consists of changes to the Technical Specifications in response to your application dated May 20, 1980.

The amendment consists of revising the definition of the term " Operable" and adding a Limiting Condition of Operation for iglementing this revised definition.

Since the application for amendment was submitted in response to the NRC request dated April 10, 1980 and since the application adequately addresses the staff's concerns expressed in that letter, we find the application to be in accordance with our guidance and acceptable.

We have evaluated the potential for environmental impact of plant operation in accordance with the enclosed amendment and have deter-mined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment involves an action which is insignficant from the standpoint of environmental igact and pursuant to 10 CFR Sl.5(d)(4) that an environmental impact statment, negative declaration or environmental impact appraisal need not be prepared in connection with the issuance of this amendment Since the amendment applies only to the NRC requested additions concerning clarification of the definition of the term " Operable",

it does not involve significant new safety information of a type not considered by a previous Comission safety review of the facility. It does not involve a significant increase in the 810209033%

- probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a.significant hazards consideration. We have also con-cluded that there is a reasonable assurance that the health and safety of the public will not be endangered by this action.

A copy of the Notice of Issuance is also enclosed.
