Dear Mrs. Dykes:
This is in reply to your two letters dated January 12, 1981.
In one letter you ask if there will be public hearings in the McGuire operating license proceeding
.h respect to " thin-walled containment buildings at McGuire", that hearings
>be held in Charlotte, North Carolina, and that notice of any hearings be published in South Carolina newspapers.
In your secor.d letter, you inquired whether public hearings can be held on the appeal of the Atomic Safety and Licensing Board's (ASLB) decision denying Duke Power Company's request for authorization to ship three-hundred (300) spent fuel assemblies from Duke's Oconee facility to its McGuire facility for storage.
You also raise several points with respect to the comparative costs of the proposed transhipment action and construction of an independent spent fuel storage facility at the Oconee site.
Regarding your concern about the McGuire containment, a further public hearing will be held in Charlotte, North Carolina in connection with the issuance of a full power operating license for the facility.
A primary matter to be considered at that hearing will be hydrogen generation from a THI-2 (Three Mile Island-2) l type accident.
(See the enclosed ASLB memorandum and order granting CESG's motion to reopen).
Review of the hydrogen generation matter for the McGuire The facility will generally involve consideration of the McGuire containment.
hearings have been set by the ASLB to begin on February 24, 1981.
A public announcement will-be sent to South Carolina newspapers by the Nuclear Regulatory Comission.
With respect to the appeal of the McGuire/Oconee transshipment proceeding, it is not usual for an Atomic Safety and Licensing Appeal Board to conduct an evidentiary hearing as part of its appellate review of a Licensing Board decision.
!!owever it is customary for oral arg; ment on the matters raised to be held.
Such oral arguments, which are generally conducted in the Appeal Board's hearing room in Bethesda, Maryland, are open to the public.

With respect to your concerns about the cost and schedules for the proposed transshipment action compared with construction of an independent spent fuel j
storage facility, these matters were fully discussed at the public hearing in Charlotte, florth Carolina, and in Bethesda, Maryland during approximately twenty (20) days of hearings held fri 1979-1980.
