A CONSUMERS POWER COMPANY Docket'50-155 Request for Change to the Technical Spe _ifications License DPR-6' For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1,196k, for the Big Rock Point Plant be changed as described in Section I below:

l Add a new paragraph (i) to section 11.h.5.3.A.1, Emergency Power Sources as-follows:
"1.
Test and calibrate the three (3) single-rhase Under-Voltage Relays 127-10 XY, XZ, and YZ."
Add a new section (B) to section 11.3.5.3, Emergency Power Sources as follows:
"B.
During power and refueling operations, the three (3) ' single, phase Under-Voltage Relays 127-10 XY, XZ, and YZ shall be operable, except as specified below:
1.
One (1) relay may be taken out of service for any length of time if the output of the relay is placed in a tripped condition. "
Add a new sentence to the Bases for D:ergency-Power Sources as follows:
At the end of the first paragraph after "... switching period." add "An under-voltage trip-isolates the 2h00 volt bus prior.to any postu-lated equipment degradation."
II.
Discussion The'above proposed Technical Specifications changes,are requested to L
nake the Technical Specifications accurately reflect _the Under-Voltage -
Protection modification which was recently completed. _ This modifica-tion was made pursuant to NRC letter-dated June 3, 1977 which provided i
guidance with respect to under-voltage protection.
The addition of the second level of under-voltage protection for station -
power was installed to protect plant equipment from sustained degraded 9
voltage resulting from offsite power source conditions. The requested Technical Spec 3 fications changes. designate the operability and' surveil -
~
lance requirer.ents for_ the newly added equipment. Additionally, the modification is reflected in the Bases for Emergency Pover Sources.

2 III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
