O APPENDIX A NOTICE OF VIOLATION Public Service Electric and Gas Company Docket Nos. 50-354 50-355 This refers to the inspection conducted by the resident inspector assigned to the Hope Creek Generating Station, Units 1 and 2, Hancock's Bridge, New Jersey, of the activities authorized by NRC License Nos. CPPR-120 and 121.
During this inspection, conducted on November 3 - November 30, 1980, the following apparent item of noncompliance was identified:
10 CFR 30, Appendix B, Criterion V, states, in part, that:
" Activities affecting quality shall be prescribed by documented instructions, pro-cedures, or drawings... and shall be accomplished in accordance with these instructions, procedures, or drawings."
Section 16.4.5 of Chapter 16 of the PSAR states, in part, that:
quality related activities are documented and controlled by written procedures and instructions."
Bechtel Specification C-126(Q), Rev. 6, " Technical Specification for Erection of Structural Steel for Category I Structures" states in paragraph 7.4 that:
"Each part of the structure shall be properly aligned before making field connections... Fitting-up bolts and drift pins shall not be used to bring out-of-tolerance fabricated members and parts into place."
Contary to the above, as of November 7,1980, hydraulic jacks were in use to force high strength bolts through misaligned holes to make bolted connections of containment drywell framing steel at elevation 121'-7h".
