Dear Fr. Fennell:

Your letter to the f uclear Regulatory Comission suggesting that the f*cCuire hearings should be reopened to consider whether the ice condenser conta nnents at ^e l'cCuire facility would be adequate in a Three l'ile Island (TPII-2) type inc. ;ent, has been referred to re for response.

With respect to your concerns and request that the l'cCuire hearings be reopened, on November 25, 1980, the presiding Atonic Safety and Licensing Board issued an Order (copy enclosed) which recpened the i'cGuire operating license proceedings. The issues to be considered in the reopened proceeding will include considerav. ion of those catters you mentioned concerning both hydrogen generation and the adequacy of the containnent vis-a-vis a TPI-2 type accident. These issues were raised by the Carolina Environmental Study Group (CESG), an intervenor in the proceedings.

On Augu t 15, 1980, Carolina Environmental Study Group

("CESG") filed a Revised Motion to reopen the McGuire hearing record to consider contentions related to the matter of hydrogen-generation control arising out of the Three Mile Island 2 (TMI-2) accidtat.

Earlier, on July 29, 1980, the Atomic Safety and Licensing Board (Licensing Board) had granted CESG ten (10) days to submit a revised motion meeting the requirements for reopening a record, and to reframe its contentions in accordance with the guidance recently provided
