The Consumers Power Compsny has requested, by letters dated March 26, 196h, May 21,196h, and TUX dated July 15,196h changes in the Tech-t nical Specifications to Operating License DPR-6 dated May 1, 196h.
Thrse of ths changes, Changes No. h7, h8, and h9, pertain to source location and start-up detector sensitivity for reactor operation with the snall, high power density core rather than the standard core, (i.e.
hh rod bandles instead of Bh). This request, designated Proposed Change No. 2 which relates only to change items h7, hB, and h9, has been con-sidered pursuant to the provisions of Section 50.59, 10 CFR 50.
Cn the basis of the information submitted in support thereof, we have ccncluded that Change No. 2 does not present significant hazards con-sideral. ions not described. r implicit in the hazards sunmary repcrt and there is reascnable assurance that the health and safety of the public will not be endangered.
It is expected that cold physics tests prior to power operation to be conducted by Consumers will reveal the optimum source location and con-firm that the proposed start-up monitoring techniques are adequate. As indicated in the amended Technical Specifications below, the source lo-caticns determined by these cold physics tests shall be approved by the Conmission prior to conducting the high power density test progran de-fined in Section 8.2.2.2 cf the Techn:. cal Specifications.
A related hazs.rds analysis is attached.
In view of the foegoing, the Technical Specifications to Operating License No. DPR-6 are hereby changed as follows:

Section 8.2.2.2, add a new paragraph:
"For use with this small core, the source positions as specified in 5.1.6 will not apply. The source positions are to be identified 8/04046677
. after special source location optimization tests, part of the cold physics tests, are completed and the data and evaluation have been reviewed and approved by the Commission. The suitability of use of in-core fission counters for monitoring start-up shall also be evalu-ated using data obtained during the cold physics tests. It shall be permissible to construct and test a skewed hh bundle core for the purpose of determining an optinum source chamber geometry."
2 Section 5.1.6, delete the second sentence of the first full paragraph.

Section 7.3.2(e), revised in its entirety:
" Critical approaches shall be monitored using the start-up detectors.
The start-up rate shall be restricted to assure that the CIC picom.-
meters overlap the B10 start-up counters upon reaching approximately 10-7% of rated power and are operational before attaining criticality.
Rod withdrawal sequence shall De specified and limited to those se-quences shown by previous analysis to preserve fuel integrity in the event of accidental continuous reactivity insertion."
