'n'ashington, DC 20555 DOCKET 50-155 - LICE'iSE DFR BIG ROCK POI::T PLAUT - FIRE SAFETY ANALYSIS AND PROPCSED TECIC;ICAL SPECIFICATIONS CHAUGE REQUEST By letter dated May 3, 1976 and supplemented by letter dated September 29, 1976, Conrazers Power Company was requeeced to perform a fire hazards analysis of the Big Rock Point Plant, submit proposed Technical Specifications for the fire protection systems currentiv in effect, and submit the implementation date of Section B of the " Guidelines for Fire Protection for Nuclear Power Plants Dock-eted Prior to July 1, 1976." The purpose of this letter is to provide these items.
Enclosed with this letter is a report titled " Fire Protection Program Evaluation for Big Rock Point Plant." This report is an item-by-item response to General Design Criteria 3 and 5, to Regulatory Guides 1 78 and 1.101, and to the " Guide-lines for Fire Protection for Nuclear Power Plants Docketed Prior to July 1, 1976." The report also includes a ecmprehensive Fire Safety Analysis and was completed under the cognizance of ti,o qualified fire protection engineers; one an outside concultant, the other a Co=pany employee.
It represents a ecmpre-hensive stud" of the adequacy of fire detection and fire suppression equipment, the potential for fire at different areas, and the ability to safely shut down and minimize radioactive release to the environment should a fire occur.
It should be noted that in e_ll cases, should a fire occur (and fire suppression and detection systems operate as designed), the ability to safely shut down and minimize radioactive release to the environment vill exist. The modificaticns discussed in the Fiee Safety Analysis represent the nethods and alternatives that Consumers Pover Company vill utilize to ensure meeting the criteria stipu-lated in the aforementioned guides. Consumers Power Company plans to submit a list of the final modifications and their scheduled completion dates by early June 1977 Proposed Technical Specifications for fire protection systems at the Big Rock Point Plant are also included asSection VIII of the report.
These proposed specifications are developed based on existing systems at Big Rock Point.

a Ey letter dated December 2, 1976, Consumers Power Conpany was provided sample Technical Specifications to use as guidance. These sample Technical Specifica-tions are in the standard format. Although this format is incensistent vith the format presently used for the big Rock Point Technical Specifications, the proposed fire protection system Technical Specifications are submitted in ac-cordance with the standard format. This is based on the fact that the big Rock Point Technical Specifications are currently being upgraded; a major portion of that upgrade being the conversion to the standard format.
However, because of this upgrade, and because of the format of the present Big Rock Point Technical Specifications, the changes reco== ended to the Definitions and Administrative Controls Sections in the sa ple Technical Spe~ificatione are not being submitted at this time. These areas vill be included in the upgraded Big 3cek Point Technical Specifications tentatively _cheduled for completion and submittal by Dece=ber 1977 Although these areas vill not be in the Big Rock Point Techni-cal Specifications until that time, with the exception of the definitien of
" fire suppression systems," all items are or vill be implemented in either :he Site Emergency Plan or the appropriate Administrative Procedure.
For those items in Section B of the " Guidelines for Fire Protection for acelear Power Plants Docketed Prior to July 1,1976" that require further action, full implementation is expected to occur in early Septe=ber 1977 7
