"(3) Prior to return to operation following the refueling outage currently scheduled for spring 1977, Consumers Power shall:
(ii) Provide test data showing the adequacy of the no::le spray system to provide adequate spray distribution during expected usage conditions or modify the nos le spray system to provide adequate spray distribution."
Response
In order to facilitate the testing required, Consumers Power Company contracted the General Electric Company to develop a full scale model and perform a detailed test program for the Big Rock Point Emergency Core Cooling System (EOCS) no::le.
The General Electric Company then subcontracted the NUS Corporation to conduct the actual spray distribution tests.
In total, over 500 tests utilizing 80 different no::les were conducted. The cost of the project, to date, is more than $600,000.
Rather early in the testing program it was apparent that the core spray no::le presently installed at Big Rock Point did not provide adequate spray distributicn I
at elevated pressures. Therefore, it was necessary to develop a suitable replace-ment no::le. This no::le has been fabricated. Attachment 1 is the NUS report i
detailing the testing apparatus, the testing methodology and the test results en the ECCS core spray no::le to be utilized at Big Rock Point.

The test parameters chosen to qualify the ECCS spray no::le were those submitted in Appea*iix A of a Big Rock Point Technical SIecifications change request dated July 25, 1975, and approved in the Safety Evaluation Report of Amendment 10 to the Big Sock Point Technical Specifications dated June h, 1976.
In general, the acceptance criteria stipulated a minimum spray flew of one (1) gallen per minute to each assembly at reactor vessel pressures ranging from 0 to 75 psig.
Cor-responding ECCS header flow rates (utilizing the vorst single failure conditions) ranged from h67 gpm to 296 gpm, respectively.
It must be noted that the ECCS spray no::le to be installed at Big Ecek Point is the actual no::le utilized in the attached tests. Thus, the modification to the steam baffle plate handles cited in the report vill to made.
