Gentlemen:

J The Consumers Power Company, by letter date October 27, 1964, has requested changes in the Technical Specifications of License DPR-6, dated May 1,1964, to permit (1) inst + ? I stion of special in-core monitoring systems and (2) providing a 5% down., e e trip by-pass circuit on the power level range picoanneter channela.

Zhis request, designated Proposed Change No. 3 has been considered pursuant to the provisions of Section 50.59, 10 CFR 50.

On the basis of information submitted by Consumers Power Company in support of the changes as described below, we have concluded that Change No. 3 does not present significant hazards considerations not described or implicit in the hazards sununary report and there is reasonable assurance that the health and safety of the public will not be endangered.

The hazards analysis associated with the proposed change to the Technical Specifications is attached.

Accordingly, pursuant to Section 50.59, 10 CFR 50, the Technical Specifications to Operating License No. DPR-6 are hereby changed as follows:

Section 6.1.2: Add the following under the Special Features column for " Protection Against 3 Picoansneter Circuit Failure": "Except that the three downscale trips may be simultaneously bypassed when the picoananeter range switches are simultaneously set to operate below 40 x 10-5% Power. The bypass becomes ineffective ehen the range for ar.., of the detectors is set atove the 40 x 10-5% Power.

Section 6.1.2.4:

Change the paragraph to read as follows:

"In Core' Flux Monitors - In-core flux monitors shall be used to evaluate predicted power distribution. and detect' power oscillations or deviations from expened power dis tributions in time for the operator to take corrective action to avoid exceeding local heat flux limits."

Section 6.1.5(f): Change the paragraph to read:

"During power operation in-core fluF. monitors shall be operating to insure that local heat flux limits specified in Section 5.3.1 are not exceeded."
