In a letter dated September 3,1980 (Reference a)) the Nuclear Reculatory Commission notified Boston Edison Company that it had completed its review of the Pilgrim Station breakwater and had concluded that the breakwater was acceptably designed and repaired. This conclusion was based upon a review of the results of a physical inspection of the breakwater perfonned by a member of your staff on June 10, 1980 and Boston Edison Co. submittals con-cerning the breakwater, References b) and c).
In Reference a) you concurred with the Poston Edison Co. prooosals that surveys of the breakwater be conducted periodically and subsequent to any major storm to assure the integrity of the breakwater. Boston Edison Co. has developed a continuous monitoring program to detect the movement of, and damage to, the breakwater armor stone and have provided a description of this program as Attachment A to this letter. Also provided are the storm criteria to be used in keying the activation of the " major storm" program surveys.

Ippolito, Chief Decenber 5,1930 Page 2 Boston Edison Co. will submit reports to the NRC based upon the results of the continuous monitoring program and these reports shall be considered as part of our regular reporting requirement. However, we do not agree with your position that this reporting requirement should be incorporated in our Technical Specification.
Adequate administrative controls are presently in place to assure that these requested reports are forwarded to you as committed. Timely submittal of each report is dependent upon the results of the survey and whether or not repairs are required.
Every effort shall be made to have the report in your hands within 60 days of the survey.
Ecston Edison Co. shall initiate its initial bench mark ohotographic survey upon receipt of Nuclear Regulatory C01 mission concurrance with our prooosed continuous monitoring program.

i Attachment A Breakwater Continuous Monitoring Program Description
- Photographs will be taken of points along the breakwater from pemanently established bench marks on the shoreline. These photographs will affim the position of each visible lee side stone.
On an annual basis, af ter the winter storm season (on or closely followinq April 1), a complete set of photographs will be taken from the existing photo points on the shoreline. These photographs will be compared to the originals to detect any major damage or movement.
In addition, aerial photographs will be taken at the same scale as the ones

that were included in BEco's April 10, 1980 response to the NRC's questions concerning the breakwater. A comparison similar to that described above will be perfomed with these.
These same procedures will be undertaken as soon as possible followina a northeaster stom or a hurricane. The storm definitions that will be used are those described below. The Environmental and Radiological Health and Safety Group shall monitor stom severities and notify the fluclear Engineering Civil Structural Group when the major storm criteria has been met and a survey required.
Upon identification of any major damage to the breakwater, repairs will be implemented as soon as possible. These repairs will be conducted under the surveillance of BEco's Quality Assurance Department.
Major Storm Criteria
- Winds in excess of 65 knots for a two hour period Winds in excess of 45 knots for a twelve hour period.
