Dear Mr. Ippolito:
The Brunswick Plant is currently committed to the personnel qualification standards of ANSI N18.1-1971. This standard specifies that the Maintenance Manager shall have a minicum of seven (7) years of responsible power plant experience with one year of nuclear plant experience.
Carolina Power & Light Company (CP&L) has recently appointed Mr. Michael D. Hill as Manager, Maintenance.
Mr. Hill has a B.S.
degree in Mechanical Engineering and a total of eleven (11) years of engineering work experieice. Over nine of these years have been involved with fossil power plants on the CP&L system. For five years Mr. Hill was the Maintenance Supervisor at a 465 Mwe fossil plant and for two and one-half years he has served as the Plant Manager at a 314 Mwe fossil plant.
Mr. Hill thus has significant craft knowledge and administrative experience in responsible power plant positions although he does not have nuclear plant experience.
Mr. Hill has recently completed four weeks of BWR systems training and one week of BWR operating fundamentals which included simulator instruction.
The Brunsw'ick Plant organization is such that Mr. Hill has reporting to him both a Mechanical Maintenance Eupervisor and an I&C Maintenance Supervisor with approximately seven (7) years and twelve and one-half (12-1/2) years, respectively, of nuclear power plant experience; each of the incumbents in these positions is fully qualified in accordance with ANSI N18.1-1971.
In addition, Mr. Hill's immediate supervisor has approximately ten (10) years of nuclear power plant experience.

Mr. Hill's broadly based power plant experience, his proven managerial capabilities, and the qualifications of the supervisors reporting to him are felt to be appropriate compensation for Mr. Hill's lack of previous nuclear plant experience. This management change and our evaluation of it has been discussed by telephone with management personnel at Region II, Inspection and Enforcement, and they have expressed no concern with this move. This letter documents our evalua-tion of this matter and is provided for your information.
