The request for information is contained in the enclosure to this letter and is required for an update of our evaluation of the need for power and for our evaluation of the socioeconomic effects of construction activity during the period of the requested extension.

REQUEST FOR ADDITIONAL INFORMATION REGARDING THE BAILLY CP EXTENSION

~

1.

Provide N!PSCO's peak load demand and energy sales for the years 1973 through 1980. For 1980, provide the actual energy sales plus the projected sales,for the remainder of the year.

2.

Provide the latest official projections of: (a) annual peak demand; (b) energy sales; (c) capacity at time of system peak; (d) firm and rion-finn sales and purchases at time of peak demand; and (e) the resulting system reserve margin for the years 1981 until five years after the Bailly facility is scheduled to.come on-line.

In responding, indicate the annual adjustments to the system peak demand and capacity due to scheduled outside purchases and sales.

3.

Indicate each unit currently on-line in the NIPSCO system, including an identification of its power rating (MWe), primary Sel source, and operating mode (i.e., whether it is a base load, intermediatt ~. cad or peaking load unit).

4 Indicate all planned capacity changes on the N!PSCO system, inc.luding changes in ratings, retirements, and additions from 1980 unt;il five years after the Bailly facility is due on-line. For all units scheduled to be added, indicate the status of construction as one of the 'following:

a.

The early planning stage at which the site and energy source has not yet been identified.

f b.

The plant site is known and engineering design for the plant has begun but no construction has started.

(Provide an estimate of dollars already committed for plants in this category.)

c.

The plant is currently under construction.

(Indicate the percentage completion of the plant and provide an estimate of the dollars spent for plants in this category.

5.

Provide an estimate of the current and projected reserve margin requirements l

needed to maintain minimum system reliability, including the basis for i

your estimates.

6.

Provide the documentation for your energy and peak load forecasts. We prefer you to submit copies of either published or. internal reports which fully describe your forecasting methodology and your assumptions, including l

the estimated impact of conservation, alternative rate structures and l

load management.

7.

If there is any compelling need for the Bailly facility in the time frame proposed other than for reliability (e.g., a need for baseload capacity, fuel substitution, fuel diversity and/or lower system cost), provide supporting evidence for this need, including a discussion of this e.vidence.

8.

Provide the following informatica for the Bailly facility:

a.

The scheduled on-line, commercial operating date and your expectations for meeting that date.

b.

The latest capital cost estimate.

c. 'The total expenditures to date, broken dcwn into the classifications of:

(1) construction expenses at the site; (2) purchases of equipment; (3) engineering, licensing and regulatory expenses: and (4) all other expenses.

Indicate those elements of the total cost to date that would not be recovered if construction of the Bailly facility is halted.

d.

Estimates of the fuel, operation and maintenance costs for the first year of operation, expressed in 1980 dollars.

Indicate all your underlying assumptions.

9.

For the first 10 months of 1980, show a breakdown of your energy generated by fuel type (i.e., coal, oil, gas, nuclear or hydroelectric).

10. From 1959 to the most recent year, provide the total annual sales and revenues for the industrial sector as a whole and for each of the more important industrial activities in your service area. For this latter request, the level of disaggregation should correspond to the 3-digit standard industrial code (SIC). We anticipate that the six most important 3-digit S!C's will be adequate.

11.

Indicate your sales of electrical energy, expressed in megawatt-hours, fcr each major class of customer (e.g., residental, comercial, industrial and others).

In responding to this request, provide your actual sales for the latest available year and your projected sales for 1985 and 1990.

12.

orovide a tabular listing, by year, of the construction work force required to complete construction of the Bailly facility.

13.

Drovide an estimate of the origin and the expected availability of the construction work force.

Indicate what fraction of the work force is expected to commute from their permanent residences.

3rovide an estimate of the anticipated vehicular traffic impacts during the time period of the requested extension.

Identify the roads and communities affected by this vehicular traffic.

Indicate the number of estimated vehicles to and from the Sailly site at the peak of construction activity l

and at that shift change which produces the largest volume of traffic, I

including the time of that shift change. Detennine the present average daily traffic on the roads leading to the Bailly site. Ascertain whether the capacities of these roads will be exceeded during peak construction and estimate the amount of delay and congestion.

Identify any plans for re-routing of traffic, upgrading of the present road capacity or other l

contemplated actions which could be taken to account for the anticipated l

increase in traffic.

In responding to this request, provide a legible map showing the present and future road network.
