SUMMARY
OF NOVEMBER 6-7, 1980 MEETING REGARDING FUEL LOAD DATE FORECAST 1.
General During the period November 6-7, 1980, the staff met with representatives of the applicant to discuss the anticipated fuel load date and the status of construction at the facility. The meeting was also attended by a representative of South Carolina Public Service Authority, part cwner of the facility. The meeting was held at the facility on November 6, 1980 and at the applicant's corporate office in Columbia, South Carolina on Novemcer 7, 1980. A list of those persons who attended the meeting is included in Enclosure 1.

Purcose The purpose of the meeting was to provide sufficient information for the staff to establish an independent estimate of the fuel load date for the facility. This information is needed to permit the staff to establish review priorities and to provide an up-to-date status on the facilities.
Such information is also used to respond to congressional inquiries.

Discussion The applicant stated that its current projection for fuel loading is April 24,1981. The applicant could not provide late, nominal, and early dates for this milestone.
The applicant summarized the significant events and progress since October 15, 1979. They also identified the general schedule problem areas.
These are identified in Enclosure 2 which was handed out at the meeting.
The applicant next discussed the status of the hanger program. Enclosure 3 which was handed out at the meeting summarizes the status.

elements of that program are shown in Enclosure 5.

Conclusion i
The staff evaluated the information provided by the applicant during the meeting including those that are provided as enclosures. Gur conclusions are based principally upon the progress trends presented for J
the hanger program as well as the startup test program. Our conclusions were also influenced by our tour of the plant.

We noted that these dates may be somewhat optimistic unless the applicant achieves a substantial increase in its rate of progress.
