Dear Mr. Kay:
RE: LETTERS DATED AUGUST 29 AND SEPTEMBER 5,1930 RELATED TO YANKEE-R0WE TURBINE By letters dated August 29, 1980 and September 5,1980 you submitted information related to the Yankee-Rowe turbine, including one copy of the Westinghouse report titled " Preliminary Metallurgical Analysis of the Gcaerator End Number Ona Disc From the Yankee-Rowe Nuclear Unit."
Much of this information had already been supplied in discussions with our staff in late January 1980, and after the failure of the Yankee-Rowe turbine in February 1980. However, in none of your submittals did you provide a detailed description of the repairs made to the turbine.
We discussed this matter with you on Noveitber 13, 1980. This letter is to request that you provide us with a detailed discussion of the turbine inspectirn and repair efforts.
We understand that you performed a coglete UT inspection of the keyway and disc bore areas of the low pressure rotor and detected no cracks.
We would also like to have a discussion of the effect of the accident on the rotor spindle including how it was damaged, how it was repaired and modified. You should also provide the basis for your determination that both the spindle and discs of the rotor are satisfactory for continued operation until the next inspection period. We are specifically concerned about the possibility that friction between the spindle and the remains of the shattered discs after the failure in February might have changed the metallurgical properties of the spindle.
In addition, any information you could provide concerning the extent of damage to the turbine casing would be useful in our studies of the turbine missile hazard.
