Dear Mr. Elliott:
This is in response to your letter dated October 30, 1980, in which you requested, pursuant to the Freedom of Infonnation Act, documents pertaining to five categories of information regarding spent fuel shipments traveling on certain routes in the Comonwealth of Pennsylvania.
The documents listed in Appendix A are subject to your request.
Documents 3, 5, 6, 7, 8,10,11,12,15,16, and 17 are enclosed in their entirety.
Portions of document I have been deemed to be outside the scope of your request since the information contained therein does not pertain to the routes cited in your October 30, 1980 request.
Portions of documents 2, 4, 9, 13 and 14 also contain information outside the scope of your request.
In addition, these documents contain information regarding mobile telephone vulnerabilities, response capabilities of local law enforcement authorities, and safe havens for use by shipments in route during safeguards emergencies.
This infonnation falls within the scope of Section 147 of the Atomic Energy Act of 1954, as amended, because it pertains to safeguards information.
It is being withheld from public disclosure Act (5 U.S.C. 552(b)(3) pursuant to exemption 3 of the Freedom of Information) and 1 as information specifically exempted from disclosure by statute.
Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that.the information withheld is exempt from production or disclosure and that its production or disclosure is contrary to the public interest.
The persons responsible for this denial are the undersigned and Mr. John G. Davis, Director, Office of Nuclear Material Safety and Safeguards.

- This denial may be appealed to the Commission's Executive Director for Operations within 30 days from the receipt of this letter.
As provided in 10 CFR 9.11, any such appeal must be in writing, addressed to the Executive Director for Operations, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial Decision."
