LICENSE REVIEW 3

The purpose of the meeting was to hear and discuss applicant's plans for a

building emergency response facilities. is a list of attendees.

i Enclosura 2 is the agenda and a copy of slides used in the meeting.

The technical support center (TSC) will be built adjacent to the service building and separated from the control room by the turbine house and the service building (Enclosure 2, Pages 7, 8, 9). Access between control room and TSC is through these buildings and requires about 3 minutes. The staff i

said it was uncomfortable with the distance of the TSC from the control room because it may result in the emergency director and his principal assistants j

staying in the control room, rather than thE ISC.

NUREG-0696 states that the TSC shall be located in close proximity to the control.roon, preferably within l

the same building.

The information system for the technical support center (TSC) will provide some of the required information by closed-circuit television from existing control room displays (Enclosure 2, Pages 14,16). The staff expressed a strong preference that closed-circuit TV not be used for instrumentation "equired to follow the courseof an accident, such as that required for variables j

.isted in Regulatory Guide 1.97 Revision 2.

NUREG-0696 requires that signals for these variables be input into a data acquisition processor for the TSC l

and other emergency facilities.

4 There are two additional facilities to be used in emergency operations: the emergency operations facility (EOF) and the recovery center, both to be located in the same building.

(Enclosure 2, Pages 6, 27, 28, 29).

For a l

long term emergency, the top level utility manager, Vice President - Nuclear Operations, and NRC manager would be in the recovery center, and an E0F coordinator would be the working level manager in the E0F. The E0F would be designed for a radiation protection factor of 50; however, the recovery center would not.

If necessary, persons in the recovery center could go to the E0F.

No displays of data are planned for the E0F because it was stated that such unanalyzed data may be misleading to people not familiar with the systems (Enclosure 2, Page 17). The staff said that data display, similar to that provided for the TSC, should be provided to the EOF also.

.ne draft upgraded plan is currently being reviewed for approval by apprcpriate managers in Detroit Edison. The approved upgraded emergency plan will be submitted by the end of the first quarter of 1981.

The staff said that Revision 1 to NUREG-0654, which incorporates public comments, was issued and should be considered in the approved plan, although revisions are believed minor.

Staff also requested that a draft of the upgraded emergency plan be provided prior to submittal of the approved plan.
